Products that are safe to run on a generator with AVR (Automatic Voltage Regulator) or on a pure sine wave inverter generator. Typically the generator power will need to be twice the amperage requirement of the welder.
Duty rating is how long you can use a welder at either 20°C or 40°C and at a particular amperage. If no amperage is specified then it is full power. A machine that has 60% at 20°C would be similar to machine rated 30% at 40°C.

No, it is HF, high frequency. Lift TIG would be on a basic TIG welder. ARC welders having TIG would typically be lift TIG.
